The Economic Security & Policy Innovation Program (ESPI) at the Research Center for Advanced Science and Technology (RCAST), the University of Tokyo, is pleased to host a public symposium featuring Jake Sullivan, Professor at Harvard University and former U.S. National Security Advisor.
The international landscape has entered a period of unprecedented structural transformation. Intensifying U.S.–China strategic competition, the geopoliticization of advanced technologies, the reshaping of security architectures following the war in Ukraine, and the redefinition of alliances and partnerships across the Indo-Pacific are collectively challenging traditional frameworks for understanding the international order. As global dynamics become increasingly fluid, designing national strategy now requires perspectives that transcend conventional paradigms.
For Japan to chart its strategic course amid these shifts, it is essential to engage directly with those who have operated at the center of global decision-making.
In this symposium, we welcome Professor Jake Sullivan—who served as the U.S. National Security Advisor from 2021 to 2025, guiding American foreign and security policy during a historic period of great-power rivalry. Over approximately two decades, across both the Biden and Obama administrations, Professor Sullivan played a pivotal role in shaping U.S. diplomacy. He now leads strategic studies and national security education at Harvard University’s John F. Kennedy School of Government.
His keynote address will provide a comprehensive assessment of the evolving international environment, addressing topics such as:
- How the international order is transforming
- The realities of U.S. strategy toward China and its alliance network
- Emerging geopolitics of economic security and advanced technologies
- Implications for Japan and the broader Indo-Pacific region
- Key forces that will shape international policy trajectories over the next decade
