In 2010, the Graduate School of Public Policy at the University of Tokyo established the INPEX Endowed Chair, and in 2011, launched the TECUS Research Group, thereby promoting educational and research activities on the relationship between energy issues and global warming, as well as international frameworks for preventing global warming. The Paris Agreement was adopted in 2015, establishing a framework in which all nations participate; however, following the Glasgow Climate Pact in 2021, backcasting based on the given premises of the 1.5°C target and global carbon neutrality by 2050 has become the de facto standard in international discourse, and a disconnect has become apparent between the discussions at the COP and the reality of the energy situation in Asia and the rest of the world. Furthermore, changes in the geopolitical landscape—including US-China tensions and the rise of unilateralism—along with energy crises such as the war in Ukraine and the Iran conflict, have made it increasingly difficult to simultaneously pursue energy security, affordable energy prices, and decarbonisation. Against this backdrop, this symposium will discuss how to advance international cooperation aimed at preventing global warming, specifically addressing the challenges facing the Asian region as a growth centre, and the role Japan should play in this context.
